ATS turn on step 3 yes?

Sooo, I'm confused about the T-E. In the directions, Jennifer said the cue is on 1 then you finish the 4 counts of Egyptian then turn before the next 1. Does this mean we still turn at the same time like a Egyptian half-turn or do we actually wait till the 4th beat and then turn quickly to have it done in time to start the new circuit of Egyptians on 1? It feels awkward. In two places Jennifer said to finish the 4 counts of Egyptian so here I am...asking...
